THE PROGRAM

The Africa Healthcare Infrastructure Development Program (AHIDEP) is designed to complement the efforts of African Governments, within the contexts, capacities and priorities of each country to meet six core objectives:

  • To create a continental movement, with the 1978 Declaration of Astana as a starting point, for the strengthening of sustainable primary healthcare systems as the basis for Universal Health Coverage, community stability, economic development and national security and attainment of the Sustainable Development Goals.
  • To leverage Islamic finance and Technology for the development of healthcare infrastructure and information systems across all relevant sectors in Africa through partnerships, collaboration and coordination of the public sector with civil society, communities, private and faith-based systems.
  • To work with governments to reform their healthcare systems, targeting areas where current approaches are failing, moving too slowly, or at a scale that leaves too many dying or suffering needlessly.
  • To partner with relevant stakeholders, particularly, governments to develop and progressively scale up health care systems that are accessible to all in a country by expanding basic health care to every person, including vulnerable populations, through low-cost, high-impact, sustainable approaches that improve outcomes.
  • To assess the financing needs of healthcare infrastructure in Partner countries, and develop management model that identifies problems, a framework for implementation and helps to evaluate dynamically performance of primary healthcare infrastructure service in Africa.
  • To enhance education, training opportunities, and dissemination of information aimed at improving the quality and efficacy of health care services;

The Program aims to achieve its vision through partnerships, evidence-based policy development and implementation, project development, capacity development, well targeted programs and best practice regulation.

The focus of the Program will be on people and services, while using technology as the key enabler to provide an accessible, integrated, high-quality and affordable healthcare system that is recognized as one of the best in the world. With its emphasis on wellness and services, resources and technologies will be structured to empower and enable people to maintain the highest possible state of health and well-being throughout their lives.

The program is supported by a comprehensive change-management program that addresses healthcare organization, health model design/process re-engineering, people issues and healthcare financing, an enabling framework of policies, laws, regulations, standards and technologies.

STRATEGY

The Initiative aims to promote market-based solutions to Africa’s healthcare infrastructure challenges by increasing the capacities of African countries to forge partnerships among the private sector, government, and NGOs to help plan, finance, and operate programs to build or renovate healthcare infrastructure, increase training opportunities, and enhance efficient healthcare delivery. Core activities of the initiative are based on a six-pillar strategy:

  • The Program provides a conceptual model and implementation road map for the roll-out of digital dispensaries and acute hospitals across the continent, to leap a whole generation from industrial age medicine to information age healthcare that links Africa into a global network of virtual health services.
  • The implementation road map describes the selection and implementation of initial pilot projects, the expansion of initial pilots, the selection, implementation and expansion of new pilots, the establishment of new, as well as the restructuring and upgrading of existing healthcare infrastructure and facilities.
  • The Program provides an innovative methodology enabling participating countries to measure their current healthcare delivery and outcomes, healthcare expenditures, assess their financial needs in the medium term and identify the most suitable finance solutions to bridge their national health finance gaps.
  • The program engages in advocacy to raise awareness on the compatibility of Islamic finance and healthcare financing; advocacy for quality, efficient, transparent and accountable healthcare system in Africa; and ccapacity development and knowledge capitalisation.
  • The Program is coordinated by a team of internationally recognized experts supporting country implementation and the continuous improvement of the AHIDEP methodology. The Initiative would enable participating countries to exchange experiences through a variety of cooperation mechanisms such as international workshops, the AFRIEF website, dedicated webinars and other platforms.
  • The Program supports Healthcare projects of its partners, with support on different aspects of the Project. The Support ranges from assistance in chartering a basic Project Plan, developing an inclusive business plan, identifying funding and investment partners, project design and development to designing key performance indicators (KPIs).
